WELCOME

Welcome to the International Conference on Democratic Decentralisation.

This booklet is meant to guide you through the conference. We look forward to your participation in enriching the deliberations in the conference. The booklet gives an overview and the details of all the sessions in the conference and will help you decide the sessions you would like to attend.
The conference is being attended by more than 2500 delegates, besides the volunteers and the organisers. Parallel sessions will take place in 10 venues. Nearly 300 papers are going to be circulated and discussed at the conference. We are trying to provide the hospitality in the best traditions of our State. However, please bear with us if there are any minor inconveniences.
We have arranged escorts and guides for the official delegations and other outstation delegates. If required, you are most welcome to contact any volunteer.

Instructions

Accommodation
The arrangements for accommodation of official delegation from different states have been made at Hotel Mascot, Hotel South Park and Hotel Pankaj. Accommodation for Mayors coming from different cities has been arranged at Hotel Lucia. The invited outstation scholars will be staying at Hotel Samudra (Kovalam), Hotel Prashanth (PMG Junction, Thiruvananthapuram) and Centre for Development Studies (Prashanth Nagar Road, Ulloor). The accomodation will be provided from May 22 to May 28. Local hospitality will be provided by the local bodies during the field-visits.

Expenses of long distance calls and liquor should be borne by the delegates themselves.

Local Conveyance
The vehicles will leave the hotels/guesthouse at 0815 hours and will bring the delegates back in the evening. Invited delegates staying in places other than Hotel Samudra, Hotel Prashanth and Centre for Development Studies can board the bus going to Technopark at State Planning Board (0800 hrs) or Centre for Development Studies (0815 hrs). Vehicles would also be available for the invited delegates to go for the cultural programmes arranged as part of the conference.

Food
Breakfast and dinner will be served at the hotels/guest house. Lunch and mid-day snack will be provided at the conference venue.

Registration
Kindly fill up the Registration form on May 25th at Conference Venue and return it to the reception desk.

Field-visits
Four field-visit packages have been organised for the delegates. Kindly give your choice at the time of registration so that required arragements can be made.

Public Seminars
Public seminars will be in Malayalam. Papers to be presented in these seminars have been published in a nine-volume collection, which the interested delegates are welcome to collect. A collection of Abstracts in English will be provided. There will be volunteers at each venue to translate and explain the proceedings to the delegates who do not know Malayalam but would like to participate. Kindly contact the convenor at the venue for help in this regard in advance. Please feel free to ask for help from the volunteers if you require more information about places to be visited.

Morning. Kumarakom panchayat (well known for its experiments in neighbourhood groups and computerisation of administration)
Afternoon. A ride through the backwaters to Alleppy
Evening. Kanjikuzhi panchayat (noted for its innovative programme in vegetable cultivation).

Overnight ride to Thrissur (May 27)
Visit to Kerala Institute of Local Administration (KILA).
Morning Visit to Madakkathara and Mundathikode panchayats (noted for successful animal husbandry programmes and neighbourhood groups).
