Read Brown's essay very carefully. Also read the short essay by George Will from Newsweek, and the reply by Stephen Greenblatt.
Both Linebaugh and Rediker, in MHH, Chapter 1, and Brown, in this essay, discuss the historical context for Shakespeare's The Tempest, and specifically its reflection of British imperialism. Compare Brown's argument with that of Linebaugh and Rediker.
Finally, take note of the arguments by Will and Greenblatt. What bearing do they have on this issue, in your view? Whatever you think, support it with references to the texts.
